This is an advanced ball dribbling skill. The stepover is a dummy that will send your opponent one way while you go the other. It's all about getting your body in the right place, and then a combination of balance and quick feet make the dummy possible.
In this drill start by passing the ball into the spot so it comes back to your feet. Now perform the stepover and turn to dribble through the cones at the back. Now repeat using your other foot to pass the ball into the spot and do the stepover going in the opposite direction. See how many times you can do this in a minute.
